AIRLINE TICKETS NOTES: The International Air Transport Association, which represents 265 airlines, has been deeply critical of the proposal. The association has said targeting airline tickets will hurt tourism - a main source of revenue in many developing countries. He said airline tickets were chosen because airlines benefit from globalization and pay low tax rates, because airline passengers "are rarely among the poorest citizens," and because the practical and legal feasibility of similar plans has been proven in the UK and elsewhere.
Some countries like France are planning to launch a tax on international airline tickets next year to help finance the global fight against poverty and live up to Millennium Challenge, President Jacques Chirac said on August 29.
While the idea is still being discussed at the international level, Chirac said France hoped to put it in place as soon as possible. The tax will go first toward fighting Aids, tuberculosis and malaria. "Without waiting, I asked the government to start the procedures necessary to put such a tax in place next year", Chirac said. We have also completed a simple analysis of how the recently proposed $3 increase of the federal security fee would impact the effective tax rate. The impact depends on how much of the tax is absorbed by the air carriers and how much by the passengers. Consequently, we have looked at two cases: One where the passengers absorb the entire increase and another where the airlines absorb all of it. We believe that these represent reasonable lower and upper limits on the resulting tax rate. FLY ON OFF-PEAK HOLIDAY TRAVEL DAYS For Christmas air tickets, the most expensive travel days are the day before Christmas Eve (Dec. 23), and Sunday, January 2, when the average price of a domestic round-trip ticket (currently) is $373. For cheaper tickets, try flying earlier Christmas week (Dec. 20 and 21), Christmas Eve, Christmas Day, and return anytime the following week before New Years Day. If even one of your travel days is moved to off-peak, you can save up to $50 a ticket based on average domestic ticket prices. PICK DAYS OF THE WEEK THAT ARE NORMALLY LESS BUSY. Tuesdays and Wednesdays are when you’ll usually find the most affordable seats. Mondays, Thursdays and Saturdays are a little more expensive, but still reasonable. Fridays and Sundays are usually the most expensive days to fly. PICK THE TIMES OF THE DAY THAT ARE NORMALLY LESS BUSY. Time of day is important. You’ll find the most affordable seats traveling early morning (5-7 a.m.) or late evening (after 8 p.m.). Mid-day (11 a.m. - 4 p.m.) is a bit more expensive, but still reasonable. Most expensive are the peak business travel hours of 8-10 a.m. and 5-7 p.m. There are a few exceptions to the rule - for example, Thursday mornings are good while late day travel is bad, cost wise. Saturday evenings are good, while the morning is bad. And Monday evenings are good, while the morning is bad.
BOOK EARLY. The most affordable tickets are usually those booked more than 21 days in advance of travel. Once you get inside 21 days or closer to takeoff, the cheap seats normally are gone and the expensive ones are all that’s left. SHOP AROUND. Airlines do not sell out their most affordable seats at the same time. Just because one airline doesn’t have seats at the price you want, another one might. TRY USING SECONDARY NEARBY AIRPORTS. It’s often cheaper to fly through less-traveled airports. Instead of Los Angeles, try Long Beach; Ft. Lauderdale instead of Miami; Midway instead of O’Hare; Newark instead of Kennedy or LaGuardia. BUY E-TICKETS. Paper tickets often incur additional fees and costs for shipping and handling. E-tickets are just as valid as paper tickets and more convenient, since there’s no risk of losing the ticket. DON’T OVERPACK. Rule of thumb is one carry-on per passenger. Checked bags will cost extra if they’re over an airline’s size limit.
